Honoring Leadership in Behavioral Health Across Louisiana

Leadership in behavioral health across Louisiana is being recognized through a prestigious public health award honoring decades of impact and innovation.

Dr. Richard “Dick” Dalton, Senior Medical Director at Louisiana Healthcare Connections, was awarded the 2024 Founders Award by the Louisiana Public Health Association. The recognition highlights his significant contributions to improving mental health outcomes, particularly for children and adolescents across the state.

With more than 40 years of experience in child and adolescent psychiatry, Dr. Dalton has played a key role in advancing behavioral health services and expanding access to care. His work has focused on addressing the mental health needs of Louisiana’s Medicaid population through innovative programs and community-based approaches.

“Dr. Dalton’s work in the behavioral health field has had a meaningful impact on public health in Louisiana,” said Sundée Winder, President of the Louisiana Public Health Association. “His dedication to improving mental health outcomes, especially for children and adolescents, continues to make a difference.”

Throughout his career, Dr. Dalton has contributed to numerous initiatives that support mental health, including substance use treatment programs and community support services. His leadership has helped strengthen the availability of behavioral health resources across Louisiana.

In addition to his work in healthcare delivery, Dr. Dalton has been actively involved in professional organizations and advocacy efforts, including service with psychiatric associations at both the local and state levels.

He has also contributed to the field through teaching and research, serving as a professor and consultant and authoring publications focused on child and adolescent psychiatry.
